The digital signatures bill passed by Congress this week heralds a brave new high-tech world, but the real winners may be low-tech, "old economy" industries. Analysts and industry watchers said the bill should help big business increase the efficiencies brought on by e-commerce and help small businesses get in on the action. The measure's sponsor, Michigan Republican Sen. Spencer Abraham, said e-signatures will revolutionize the way consumers, industry and government do business, eliminating costly paperwork and helping to reduce red tape.
